INTRODUCTORY PROVISIONS
- The festival’s chief organiser is the “My Second Home” civic association in cooperation with the town of Tábor, the South Bohemian Region and the Czech Republic Ministry of Culture. The final part of the festival will take place from 12th to 15th November 2009 in Tábor. The winners in all categories will be declared at the gala evening on 15th November 2009 in Tábor.
- The contents and goal of the festival issue form the principles of the Framework Convention for the Protection of National Minorities, which was ratified by all European Union member states and came into force on 1st April 1998. The Festival of Films and Programmes for National Minorities, films and programmes about their lives, culture and traditions, should, on one hand, motivate the activities of these minorities, help their members integrate into majority society and reveal the cultural and spiritual traditions of the native countries of their forefathers to their descendants. On the other hand it should reveal the problem of the existence and life of members of national minorities and immigrants arriving in a country as foreigners and in particular point out the richness of their culture, traditions and specific forms of life.
- The festival program is made up of the following individual sections: International contest of films and programmes, informative screening of films and programmes not included in the contest, screenings for schools, professional and creative seminars.
- The International Festival of Documentary Films, Television and Radio Programmes for National Minorities “My Second Home – Tábor 2009“ is the only festival of its type in the European Union.
TERMS OF PARTICIPATION
- Films and programmes can be entered in the preliminary year of the Internet Festival of National Minorities “My Second Home – Tábor 2009“ by international and national television and radio companies, by state owned, commercially owned and independent production centres, distribution companies and both professional and amateur authors from all EU member states and other states in which national minorities and immigrants live.
- Only films and programmes created after 1st January 2007 may be entered into the contest.
- The number of titles entered is not limited.
- Participation at other festivals does not prevent participation at the “My Second Home – Tábor 2009” festival.
- The organiser accepts the entered films and TV programmes on DVD and radio programmes on MP3, WAW and CD. Films and programmes may be sent in electronic form by e-mail. Photographs and other promotional materials can be sent on DVD including materials to radio programmes.
- The organiser accepts the entered films and programmes in the following languages: Czech, Slovak, Russian, English and German versions. We require a dialogue sheet /commentary and testimonies / or extensive notice to each film or programme, without which the film cannot be included in the contest.
- The entered films and programmes will be delivered at the applicant’s expense together with the entry form available at www.festivalmdd.cz by 25.10. 2009 to the address:

- Entered titles shall be returned by the end of 2009 at the latest to the applicant’s address given in the entry form. Costs shall be covered by the organiser.
INTERNATIONAL CONTEST
- A selection committee decides on acceptance of films and programmes for the international contest. The committee is made up of members that are appointed by the president of the festival at the recommendations of the organiser.
- The committee is entitled to refuse a film or programme, the technical quality or contents of which do not correspond to the statute and contents of the festival.
- Selected films and programmes will be judged by an international jury. The president of the festival appoints the chairman and members of the jury at the organiser’s recommendation.
- Films and programmes may be entered into the following categories:
A/ political, news
B/ documentary
C/ musical program
D/ educational program
E/ open work – student films and programmes, short feature films and programmes and inter-genre work.
- The international jury gives the following awards:
-Prizes in individual categories
-Jury prizes
-Recommends awards by partnership organisations and festival partners in the event that they do not have their own jury.
-The jury is entitled to withhold an award.
FINAL PROVISIONS
- The competition films and programmes, including films and programmes in the informative section, shall be available on the web pages at www.festivalmdd.cz to experts, authors and the general public.
- The applicant agrees that the supplied films and programmes shall be decoded in DVD Rip and placed on the organiser’s web pages at ww.festivalmdd.cz including the organiser’s logo, so that they cannot be misused.
- For festival purposes the films and programmes shall be placed on the web pages with Czech subtitles or a translated commentary.
- Copies of the entered films and programmes on DVD or in MP3, WAW and CD will be kept permanently in the festival organiser’s archive and can only be used for non-commercial purposes. The applicant agrees that examples may be shown from the entered film or programme for promotion of the festival or individual works. Other forms of use of the entered films and programmes shall be individually discussed with the applicant – for instance: free demonstration during television or radio broadcasting in the Czech Republic, commercial issue on DVD or CD in distribution networks, etc.
- The applicant agrees that the winning films may be shown within the scope of the film screening during the International Festival of Documentary Films, Television and Radio Programmes “My Second Home – Tábor 2009“ held by the Regional Board EU European Committee in Brussels.
- The Czech text of the statute applies as binding. The legal relations between the applicant and the festival organisers are governed according to the valid laws of the Czech Republic.
- Entering a film or programme indictaes consent with the wording of the statute.
